Members may wonder what has been happening recently and how we are approaching the new government. We have been involved in informing relevant UK stakeholders about the Citizens’ Climate EU conference on ETS2 implementation, organised by CCL UK member and CC EU Chair, James Collis. The EU has realised that the 2030 emissions reductions target can’t be achieved without ETS2. ETS2 will be introduced in 2027, and will put a price on emissions from buildings and transport, directly affecting consumers for the first time. Countries have the option of introducing a national carbon price such as Austria’s Klimabonus instead.
Currently the proposed UK ETS2 is narrower in scope but this may become an issue for the government, especially when the EU CBAM is implemented in 2026. The conference was watched with interest by members of the Department of Energy Security and Net Zero.

James then had to rush back to blighty where he gave a talk at the Green Liberal Democrats Conference on carbon taxation, not only did this elicit huge interest from key Liberal Democrat policy makers but also from representatives of the UK energy industry.
